*Some* businesses will be exempted - that's where the alleged "savings" come from. The remaining businesses will end up paying more to make up the 5.1B difference.
I think businesspeople are smart enough to realize that this, on it's face, is not win-win.
the different states in the U.S. has its own taxes. how is it different from this?
